Please check whether the option to control Kodi through other applications is enabled.

To do this, navigate to System > Services > Control in Kodi's menu. Then check that the option "Allow remote control from applications on this system" is turned on.

In order for the option to be visible, at least the "Normal" level must be selected in the lower left. The option is not visible at the "Basic" level.
